Canonically, the Talion Charter is the group of Privateers subscribing to the Talion Charter, and fighting for personal freedom and monetary gain on the high seas. The models migrated into the Talion Charter for MkIV include models not normally thought of in this context. Some of the warjack allotments can be explained lore-wise as warjacks captured or procured for use during boarding actions or land raids. From a game standpoint, it might be that models allocated were intended to balance the army.
